Haddaway Appointed to Task Force (Annapolis, MD) - Delegate Jeannie Haddaway-Riccio has been appointed to serve as House of Delegates representatives on an Eastern Shore Task Force on Foster Care. The Speaker of the Maryland House of Delegates, who was responsible for the appointment, made the announcement last week. The Eastern Shore Task Force on Foster Care was created through legislation that Haddaway introduced during this year’s legislative session (House Bill 397). The task force was created in response to the fact that many of the Shore’s foster children are being placed on the Western Shore or in other states due to lack of homes. |

Haddaway stated that it was her service on the Foster Care Resource Board for the Talbot County Department of Social Services that gave her the idea for the legislation. “The Foster Care Resource Group came up with several great ideas to address this issue. I felt that the best way to explore their ideas would be through a task force,” she said. “I am confident that by bringing all of the stakeholders together, we can provide our foster children with the loving homes they deserve.” Delegate Jeannie Haddaway-Riccio is a state representative for District 37B, which includes Talbot County and a portion of Dorchester, Caroline and Wicomico Counties. Delegate Rudy Cane is a state representative for District 37A, which includes Dorchester and Wicomico Counties. |

Haddaway Receives Alumni Award (St. Michaels, MD) – Herman
Haddaway, Sr. of Neavitt, Maryland was this year’s recipient of the
Outstanding Alumnus Award given by the St. Michaels High School Alumni
Association. His two sons and daughter, who also attended St. Michaels High School, were on hand for the presentation (Class of 1977, 1981 and 1995 respectively). # # #

Haddaway & Norris Meet with (Annapolis, MD) - Delegate Jeannie Haddaway-Riccio recently met with a delegation from the Republic of Kazakhstan to discuss issues on foster care and international adoption. A former member of the Soviet Republic, Kazakhstan borders Russia and China. Representatives from their parliament attended including a senator from the upper house, and a representative from the lower house, which is referred to as the Majilis. |

A portion of the meeting was spent discussing the Hague Convention, a treaty that sets policies and procedures for international adoption. While the United States has signed the Hague Convention, they have not yet ratified it. The intent of the treaty is to give protections to children, birth parents and adoptive parents and to prevent child abuse and human trafficking. The group also discussed methods used in Maryland and in the United States to monitor adoptive parents. This issue is particularly important to Kazakhstan right now because they have over 80,000 orphans in their country. “It was very enlightening,” Haddaway said. “We really had a good exchange of ideas on these issues and it is clear that, despite the difference in our nationalities, we all have one common goal – to protect our children and provide them with loving homes.” Haddaway also added that she was grateful to have her friend and constituent Julia Norris of America World Adoption with her. “Julia was able to provide us with information and insight that was essential to our discussion. It always helps to have someone who is knowledgeable and has professional experience guide the conversation.” America World Adoption Association is a Christian based, non-profit organization dedicated to helping families adopt children from around the world. The organization is run with the adoptive family at heart and has adoption programs with Russia, Ukraine, China, El Salvador, Kazakhstan and Ethiopia. Founded in 1994 America World’s corporate office is located in McLean, VA., but there are also 16 affiliate offices, including one in Easton, Maryland. Haddaway Appointed to Joint
Commission (Annapolis, MD) – Delegate Jeannie Haddaway-Riccio has been appointed to the Joint Committee on Federal Relations by Speaker of the House Michael Busch. Only eight members of the Maryland House of Delegates were selected out of 141 to serve jointly with eight Maryland Senators. As a member of the committee, Haddaway will be responsible for informing legislative and executive branch officials informed of federal proposals that will impact Maryland and evaluating the relationship between our State and federal governments. The Committee is also charged with enhancing cooperation between the State and other units of government and proposing the enactment of uniform and reciprocal laws. Delegate Jeannie Haddaway-Riccio is a state representative in the Maryland House of Delegates for District 37B, which includes Talbot, Dorchester, Caroline and Wicomico Counties. Haddaway is the Assistant Minority Whip in the House and serves on the Economic Matters Committee, the Consumer Protection Subcommittee, the Business Regulation Subcommittee and the Public Utilities Subcommittee. Maryland's Budget Crisis Delegate Jeannie Haddaway was part of a team of Republicans that offered an amendment to the budget. This solution would have reduced spending while still allowing for retirement enhancements, COLA increases for state employees and more corrections officer positions. Most importantly, the reduced spending would have eliminated the need to raid the Rainy Day Fund or raise taxes. Instead of embracing this fiscally and socially responsible approach, the amendment was rejected. The House of Delegates instead chose a head in the sand approach and has put off all tough budget decisions until next year. According to Haddaway, this year alone there were 31 bills in the House of Delegates that would have raised taxes in some fashion - from increases and expansions in the sales tax to additional property taxes. "I can only imagine the massive tax increases on the horizon," Haddaway said. "I believe that Maryland citizens are taxed enough and I will continue to hold the line."
